Introduction

The
term “Public” refers to something , that is common, related to citizens and
owned directly or indirecty by the people, government ,and country.

Management
is both the art and science that deals with planning, decision making
organizing, leading , motivating and controlling the human, financial, physical
and information resources of an organization to reach its goals efficiently and
effectively.
·
The
managerial dimension of the state operation system adopted for all aspect of
the country and the proper management of the multi-dimensional progress of the
state is called public management.
·
Public
management also refers to the efforts made by the state to achieve the expected
benefits or achievements from the activities such as VISION, MISSION and GOALS
through resources allocation and mobilization.

Public
management is an improved form of public administration that promotes the real
qualities of private, public and other sectors related to the development and
management of service delivery and development.
·
As
it is an improvemenet form of public administration, it is concerned with how
government administrative bodies make the production of public services and
goods economy, efficient quality, effective, citizen friendly and result
oriented by using organization, information, work process, policy law and other
resources.

Due
to the change in the world economy, inefficienty and inadequacy of traditional
public administration, and the impact of globalization, public administration
is gradually shifting towards public management.
·
Public
management provides services not only from the bureaucracy but also from other
means such as the private sector, non-govermental sector, civil society and
self help organizations.It aims to change the concept of accountability,
externa; relations, internal system of government.
Theories of public management
AS management is a means of existance resources and rights, various theories have been fomulated along with the developement of time to enhance its developement and efficiency, which has also provided guidance for the operation of public management.
